Symptoms
Consider the following scenario:

You are using Microsoft BizTalk Server 2010 that has no connection to the Internet.

You receive an XML message that references to "http://www.w3.org/TR/html4/strict.dtd."

You use a pass-through receive pipeline to receive the XML file in BizTalk Server 2010.

The XML message is invalid for BizTalk Server 2010 because the server cannot connect to the Internet.

You enable Business Activity Monitoring (BAM), and have a tracking profile applied.
In this scenario, the pass-through pipeline incorrectly suspends the XML message. Additionally, the tracking profile does not track any payload specific data. Only the port receives time and name.
