Symptoms
Consider the following scenario:

You set the Windows theme as High Contrast Black or High Contrast White on a computer that's running Windows 10 or Windows 8.1 operating system.

You set the Screen Resolution as 1024 x 768.

You create a meeting by selecting the Meet Now menu and then select Open participant list>Participant Actions in Microsoft Lync 2013 (Microsoft Skype for Business).

You hover your mouse pointer on one of the action options in the Participant Actions window, and then move the mouse pointer away.
In this scenario, the tooltip of the action option that the mouse hovered over is still displayed in the window.
Resolution
To fix this issue, install the February 9, 2016 update (KB3114732) for Lync 2013 (Skype for Business).
Note Lync 2013 was upgraded to Skype for Business in April 2015.
