Symptoms
When you perform an offline installation of Microsoft SQL Server 2016 servicing update to an instance that has the R Services feature installed (no Internet access is available), you're not prompted to accept the Microsoft R licensing agreement, nor are you given the opportunity to specify an offline location of updated R Services CAB files. Therefore, after the reported successful installation of the SQL Server 2016 update, the R Services component has actually not been updated as expected.

If you have not previously installed SQL Server 2016 RTM Cumulative Updates 1,2, or 3 (your current build number would be earlier than 13.0.2149.0), please reference either:
