Symptoms
Assume that you enable HkTempdb mode by using ALTER SERVER Data Definition Language (DDL) in SQL Server 2019. You may notice that an access violation occurs when you try to internally fetch the execution context from the Transport Layer Security (TLS) by calling HkError.Throw() in an out of memory (OOM) scenario.
Status
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.

This issue is fixed in the following cumulative update for SQL Server:
