On the Email Security tab in Outlook Options, you can, among other things:

Define various settings for encrypted email.

Manage Digital IDs used with Outlook.

Set options to read all messages in plain text.

Set options for allowing scripts in Outlook folders.
Encrypted email
Use the options in this section to define various encrypted email settings.
For information about sending encrypted messages, see Encrypt email messages.
For information about viewing email encryption certificate details for the messages that you send or receive, see View certificates.
For information about S/MIME requests, see Send an email message with an S/MIME receipt request.
Click the Settings button to open the Change Security Settings dialog box where you can define various security settings for your messages in Outlook.
Digital IDs (Certificates)
Click the Publish to GAL button to publish Digital IDs to your organization's Global Address List. Click the Import/Export button to open the Import/Export Digital ID dialog box where you import or export Digital IDs.

Use the settings here to read your email messages in plain text. For more information, see Read email messages in plain text.
