Symptoms

When you try to set up a multi-server farm of SharePoint Workflow Manager (SPWFM), the first server is configured in the farm without any issues. However, when you try to join a second server to the previously created SPWFM farm, the Workflow Manager Configuration Wizard times out after 10 minutes. Additionally, the event logs of Service Bus in the Operational section show the following errors continuously when the wizard tries to start the Message Broker service:

Windows Fabric service registration failed. Retries remaining :6. Exception System.Fabric.FabricException: Service Type is already registered. ---> System.Runtime.InteropServices.COMException: Exception from HRESULT: 0x80071BD1

   at System.Fabric.Interop.NativeRuntime.IFabricRuntime.RegisterStatefulServiceFactory(IntPtr serviceType, IFabricStatefulServiceFactory factory)

Cause

This is a known issue related to the installation and configuration process of Azure Service Fabric. Azure Service Fabric must be installed before you run the SharePoint Workflow Manager setup. 

Status

Microsoft is researching this issue and will update this article when a fix is available.
