Symptoms
You have a Windows Server 2008-based terminal server. If many users try to log on to or log off from the terminal server at the same time, some connection requests are denied, and then you receive the following error message:
The remote procedure call failed and did not execute.
For example, this issue may occur when 20 to 30 users try to log on or log off at the same time.Note If a user tries to connect again, the second try may succeed.
Resolution
Hotfix information
A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing. File information
The English version of this hotfix has the file attributes (or later file attributes) that are listed in the following table. The dates and times for these files are listed in Coordinated Universal Time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time item in Control Panel.
Windows Server 2008 file information note
The MANIFEST files (.manifest) and the MUM files (.mum) that are installed for each environment are listed separately . MUM and MANIFEST files, and the associated security catalog (.cat) files, are critical to maintaining the state of the updated component. The security catalog files (attributes not listed) are signed with a Microsoft digital signature.

Click Start, click Run, type regedit in the Open box, and then click OK.

Locate the following registry subkey: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Terminal Server

Click Edit, point to New, and then click DWORD Value.

In the New Value #1 box, type IgnoreRegUserConfigErrors, and then press ENTER.
-
Right-click IgnoreRegUserConfigErrors, and then click Modify.

In the Value data box, type 1, click Decimal, and then click OK.

Exit Registry Editor.
