After you create a new folder in the Inbox in Outlook 2010, the new folder is not selected.

When you run the Publish to GAL function in Outlook 2010 and then send an encrypted message, recipients cannot open the encrypted message.

Click Start, click Run, type regedit in the Open box, and then click OK.

Locate and then select the following registry subkey:
HKEY_CURRENT_USER\Software\Microsoft\office\14.0\outlook\security\

On the Edit menu, point to New, and then click DWORD Value.

Type DoNotPublishToSMimeCert, and then press Enter.
-
In the Details pane, right-click DoNotPublishToSMimeCert, and then click Modify.

In the Value data box, type a nonzero value, and then click OK.

Exit Registry Editor.

The global version of this hotfix package uses a Microsoft Windows Installer package to install the hotfix package.
