"Error code:0xc000000d" when you upgrade a Surface RT device to Windows RT 8.1

An update is available that resolves an issue in which you may receive a Stop error message that resembles the following after you try to upgrade a Microsoft Surface RT device from Windows RT to the release version of Windows RT 8.1:

The Boot Configuration Data file is missing some required information.
