Bing apps cannot be opened or installed in Windows 8.1

Symptoms
After you uninstall a Bing app on a Windows 8.1-based device, you experience one of the following issues.

Issue 1

You cannot open Bing apps. Specifically, when you click or tap the tile of an app, the app starts but then returns you to the Start screen. When this occurs, you don't receive any error messages.

Issue 2

When you try to install a Bing app from the Windows Store, the installation fails, and you receive the following error message:

App Name couldn’t be installed.
This error message may include error code 0x80073cf9.

The Bing apps that are affected by this issue include, but are not limited to, the following:
  • Bing Food & Drink
  • Bing Health & Fitness
  • Finance
  • News
  • Sports
  • Travel
  • Weather
Cause
If a Bing app is removed when one or more Bing apps are running, the shared content for all currently installed Bing apps may be corrupted. You cannot open or install other Bing apps if the shared content is corrupted.
Resolution
To resolve these issues, use any of the following automatic or manual methods. After this process is complete, reinstall the uninstalled Bing apps from the Windows Store.
