FIX: List selection changes after you quickly scroll up and down on a Windows Embedded Compact 2013 device

Introduction
This article describes an issue that occurs in a .NET Compact Framework 3.9 application. In a ListBox control on a Windows Embedded Compact 2013 device, the vertical scroll bar moves automatically, and the first visible item is selected automatically. This behavior occurs after you quickly move the scroll bar up and down several times.

An update is available to resolve this issue. Before you install this update, all previously issued updates for this product must be installed.
Symptoms
On a device that's running Windows Embedded Compact, you run an application that's based on the .NET Compact Framework 3.9 and contains a form that includes a ListBox control.

If Windows Embedded Compact 2013 Monthly Update (March 2015) is installed, and you quickly move the vertical scroll bar up or down several times, the vertical scroll bar automatically scrolls a certain distance, depending on the orientation of the previous mouse movement. When this occurs, the top visible list item is always selected.
