This article describes a problem in which DNS client API call fails and could lead to service restart freeze in Windows Server 2012 R2 or Windows Server 2012. An update is available to fix this issue. Before you install this update, see the Prerequisites section.

Symptoms

This issue might occur when an application makes a call to the DNS client service. This creates a remote procedure call (RPC) to the DNS client service. The RPC binding might time out when multiple DNS queries are sent from applications. Therefore, the RPC call fails because of binding time-out and applications don't get responses from the DNS client service. When this happens during a service restart, it could cause service startup freeze. 

Cause

This problem occurs because the time-out value is hardcoded incorrectly.
