On the View tab, select Slide Master.
In the thumbnail pane on the left, you'll see a master slide at the top with several subordinate slide layouts below it.

In the thumbnail pane, at the top, click above the first master slide.Â

On the Slide Master tab, select Insert Slide Master.Â
A new master slide and a default set of layouts are added to the thumbnail pane.

Begin customizing the master and the layouts: On the Slide Master tab, in the Background group, use the Colors, Fonts, Effects, and Background Styles options as needed to customize the master and layouts. For more details, see Customize a slide master.

When you're done, select Close Master View.

Creating a slide master isn't currently possible in PowerPoint for the web. You can, however, create a slide master in the PowerPoint desktop app.

To open the desktop app, at the top of the ribbon, select Editing > Open in Desktop App.
