Image editing in OneNote for Windows 10 is limited to rotating inserted pictures and photos in 90 degree increments. As a workaround, you can edit and crop pictures in your favorite image editing app before inserting them into your notes.
To rotate or flip a picture, do the following:

Click or tap the image to select it.

Click the Picture tab that appears on the ribbon, and then do any of the following:

Click Rotate Right 90° to rotate the selected picture by 90 degrees clockwise.

Click Rotate Left 90° to rotate the selected picture by 90 degrees counterclockwise.

Click Flip Horizontal to flip the selected picture horizontally.

Click Flip Vertical to flip the selected picture vertically.
