In Mail view of classic Outlook, in the folder pane on the left, select the Deleted Items folder:

If you don't see the folder pane, expand it by selecting the greater than (>) icon near the top left:

To recover a message, select it in the message list, then selectÂ
 Move. -
Choose a location from the list or selectÂ
 Other Folder.
