In PowerPoint, flattening the layers of an image is known as grouping them:

Press and hold Ctrl while you select each element of the image you want to group. (Or you can click and drag over all the elements to quickly select all of them.)

Select Shape Format >
 Group > Group.
Now you can format or move the grouped object however you want.Â
Tip: You can also save the grouped image as an image file. See Save a picture as a separate file.
