On the Draw tab, select

Use your mouse, stylus, of finger to circle the handwriting you'd like to convert and select Ink to Text.

Converting ink to text isn't currently possible in OneNote for the web. You can, however, convert ink to text in the OneNote desktop app.

To open the desktop app, at the top of the ribbon, select Editing > Open in Desktop App.
