To show or hide the toolbar in classic Outlook, press Ctrl+F1. Press once to collapse it, and press it again to expand it.
You can also right-click the ribbon in classic Outlook and select Collapse Ribbon. To get it back, either right-click a tab and deselect Collapse Ribbon, or press Ctrl+F1.

You can adjust the height of the toolbar ribbon in new Outlook, but you can't hide it entirely.

At the right end of the toolbar, select  (Ribbon display options).

From the menu select the layout option you want:

Classic ribbon is the larger option.

Simplified ribbon is narrower than the classic ribbon. Options that aren't visible in this layout can be found on the right end of the ribbon under  More options.
