Symptoms

When you try to sign into Microsoft Stream in Microsoft Edge, Chrome, Safari, iOS, or Internet Explorer, your browser may continually loop, and you can never sign in because you do not have login.microsoftonline.com or it is not allowed.

Causes

This issue occurs if your organization uses Trusted Sites and doesn't enable third-party cookies or URLs, including Microsoft Stream. In this case, the Stream web-based application cannot sign in, as the trusted sites for Stream are not enabled.
