In classic Outlook, start a new message or reply, and put the cursor in the body of the message.

On the Message tab, selectÂ
  Dictate, or press Alt+` (reverse apostrophe, which shares a key with ~). If you don't see Dictate on the ribbon, select the ellipsis (...) at the right end of the ribbon, then choose   Dictate. -
The red dot on the iconÂ
indicates that Outlook is listening for your voice. Start talking, and text will appear in the message body. -
To turn off dictation, select
  Dictate again.

In new Outlook, create a new email message.

Speak clearly and naturally to dictate your message. Use voice commands to add punctuation, start a new paragraph, or perform other formatting tasks.

To turn off dictation, select
  Dictate again.
