While PowerPoint for macOS doesn't have a Developer tab, the features you want are still available:

  • Editor:    Choose the Tools > Macro > Visual Basic Editor option

  • Macros:    Choose the Tools > Macro > Macros option

  • Add-Ins:    Choose the Tools > Add-Ins option

The Developer tab isn't currently a feature of PowerPoint 2016 for Mac or PowerPoint 2019 for Mac. If this is a feature you’d like to request, please send us your feedback to help us prioritize new features in future updates. See How do I give feedback on Microsoft 365 for more information.

PowerPoint expert Geetesh Bajaj has written about macro and developer tools on his site, Missing Developer Tab of the Ribbon in PowerPoint for Mac.
