Fewer and fewer people have been using the Suggested Contacts feature, so we removed the ability to add new contacts to the folder and moved it out of the way in Outlook 2016. Here’s where to find it if you’re a Suggested Contacts fan.
Note: You can no longer add contacts to the Suggested Contacts folder.

Click Suggested Contacts in the Folder Pane.
