Use Clutter to sort low priority messages in Outlook for Mac
Turn Clutter off. In Outlook on the web, click Settings > Mail. In the left pane, under Options, click Mail > Automatic processing > Clutter. In the right pane, under Clutter, clear the checkbox next to Separate items identified as clutter, and then click Save.

Turn off/on Clutter in Outlook - Microsoft Support
Under Automatic processing, select Clutter.
