Manage the Recycle bin of a SharePoint site - Microsoft Support
When you delete an item from your Recycle Bin, the item is sent to a second stage Recycle Bin (also known as the Site Collection (Second-Stage) Recycle Bin) that the administrator of the site collection manages. The Recycle Bin is enabled in a site collection by default, and is configured in Central Administration at the site collection level.

Delete items or empty the Recycle Bin of a SharePoint site
Click Recycle Bin in the Quick Launch bar on the left of the screen. If you don't see the Recycle Bin on the Quick Launch bar, follow these steps: Click Settings, and then click Site Content. The Recycle Bin is in the top right portion of the Site Content page.

Delete items from the site collection recycle bin
To recover files deleted in Windows from your desktop or apps, try the Windows Recycle Bin first. To put your Windows recycle bin on your desktop, see Show or hide the Recycle Bin. If you're looking for the recycle bin for OneDrive, go to your OneDrive site and select Recycle bin in the left pane.

Deleted items go into the SharePoint site recycle bin for a period of time or until they are emptied from the recycle bin.
