Note: Some cameras won't appear in the Camera settings page.These include infrared (IR) cameras used for Windows Hello Face authentication, cameras using DirectShow technology (like many apps provided by DSLR or action camera manufacturers so their devices can be used as webcams), and proprietary cameras that aren't managed by Windows—such as industrial cameras and many networked cameras.

How to open the Camera app in Windows. To open up your webcam or camera, select the Start button, then select All apps, and then select Camera in the list of apps. In Outlook, the message recipient can decline to send read receipts. There are other scenarios where read receipts are not sent, such as if the recipient's email program doesn’t support read receipts. There is no way to force a recipient to send a read receipt.
