Certain types of accounts do not have add-ins enabled yet. You should be seeing the add-in features mentioned in "What are add-ins and how do they work?" if you have a Microsoft 365 or Outlook.com account. If you don't have the add-in option, and you have a Microsoft 365 or Outlook.com account, your specific account type may not be supported yet.
