Reset your Android device and PC with the Phone Link
Select Start (or press the Windows logo key on your keyboard), then select Settings > Phone > Unlink this PC. Select Back to return to Windows Settings Home, and then select Apps. In Apps & features, select Phone Link. Select Advanced options > Reset.
