After you install update 2973201 on a Windows 7-based or Windows Vista-based tablet, you cannot move the Tablet PC Input Panel window by using a stylus or touch input. However, you can move the window by using a mouse. Note The Windows on-screen keyboard (osk.exe) is unaffected by this issue.

There are different ways to remove apps and programs, so if you can't find the one you're looking for, you can try another location. Note that some apps and programs are built into Windows and can't be uninstalled. You can try to repair a program first, if it's just not running correctly.
