Both Visio Plan 1 and Visio Plan 2 can access Visio for the web. However, with Visio Plan 1 this is the only way you can access Visio since the desktop app isn't included with Visio Plan 1.

To create a shortcut to start Visio from the Windows desktop, do the following: Right-click the Windows desktop, point to New, and then click Shortcut. Click Browse to locate the Visio.exe file. Click the Visio.exe file, and then click OK. Place the cursor to the right of the closing quotation mark at the end of the path statement.

Using Visio for the web, you can view, create, and edit a diagram in the same way as other Office Online documents. You can also edit the diagram in the desktop app by using Visio 2013 or later.
