Both Visio Plan 1 and Visio Plan 2 can access Visio for the web. However, with Visio Plan 1 this is the only way you can access Visio since the desktop app isn't included with Visio Plan 1. To access Visio for the web, do the following. Go to visio.office.com.

Download the offline installer from your account portal. To download the offline installer, go to www.office.com. If you're not already signed in with the Microsoft account associated with your copy of Microsoft 365 or Microsoft 365 do that now.

With Visio Viewer, you can open, view, or print Visio drawings, even if you don't have Visio installed. You cannot, however, edit, save, or create a new Visio drawing with Visio Viewer. For that, you need a full version of Visio installed.
