If the LED on the power supply tip is lit and stays on without flashing or blinking, your Surface detects the power supply. Do the following:

Check the battery icon in the lower-right corner of your screen, next to the date and clock, for a power plug icon.

If you see the power plug icon, the Surface power supply is working, and your battery is charging.
If you don't see a power plug on the battery icon, you might see a red "X", or a message like "Plugged in not charging". This means the issue is likely with your Surface or battery instead of your power supply.
