"Access is denied" error when remote desktop users try to log on to a terminal server that is running Windows Server 2008

Symptoms

Assume that a terminal server is running Windows Server 2008. When many remote desktop users try to log on to the terminal server at the same time, the users receive "Access is denied" error messages.

Cause

This issue occurs because a Group Policy client service leaks an AFD endpoint handle. Therefore, TCP port exhaustion occurs, and the terminal server cannot establish out-going TCP connections with a domain controller.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

Prerequisites

To apply this hotfix, you must be running Windows Server 2008 Service Pack 2 (SP2).
