Symptoms
Consider the following scenario:

Microsoft Exchange creates a service state .xml file (exchangeInstallState.xml) to keep track of Exchange service startup type.

Exchange Setup changes the startup type of services to Disabled during installation and updates the same value in the .xml file.

At the end of installation, the startup type of the service is reverted to its original state, and the service starts successfully.

If the Setup fails during installation, the service startup type remains set to Disabled.
In this scenario, if you resume the setup process after you fix the issue, Setup fails and returns a "Could not start MS Exchange Service host service" error message. This occurs because the service is in a Disabled state.
Resolution
To fix this issue, install Cumulative Update 13 or a later cumulative update for Exchange Server 2019.
