INTRODUCTION
This article describes that a country-specific update is available to update the IP addresses for submissions in the ELSTER handler functionality in German in Microsoft Dynamics AX 2009 SP1, Microsoft Dynamics AX 2012 and Microsoft Dynamics AX 2012 R2.
All German companies must provide their monthly and quarterly value-added tax (VAT) sale and purchase information to the tax authorities electronically. The German tax authorities offer their own approved interface, Elektronische Steuereklärungen (ELSTER), for submitting electronic tax declaration. ELSTER can be used to submit several types of tax documents electronically, such as payroll tax declarations, income tax declarations, and several VAT statements that includes the Sales VAT Advance Notification information.
The submission is performed by using the ELSTER handler functionality (ElsterTransferHandler.dll). Currently, the ELSTER handler uses four IP addresses for submission of the VAT statements to the servers of the authorities.
Because of a re-structure at the authorities, some IP addresses will be changed from June 30, 2013.
More Information
Currently, Microsoft Dynamics AX submits VAT statements by using the ELSTER handler functionality and there are four IP addresses hardcoded in the handler. The following IP addresses are used to reach the authority servers:
- http://80.146.179.2:80/Elster2/EMS
- http://80.146.179.3:80/Elster2/EMS
- http://193.109.238.58:80/Elster2/EMS
- http://193.109.238.59:80/Elster2/EMS
After the re-structure at the authorities, the IP addresses will be changed to the following:
- http://62.157.211.58:80/Elster2/EMS
- http://62.157.211.59:80/Elster2/EMS
- http://193.109.238.26:80/Elster2/EMS
- http://193.109.238.27:80/Elster2/EMS
Note The authorities also recommend to extend the address by using "ElsterAnmeldung". For example, the new format will be the following:
http://62.157.211.58:80/Elster2/EMS/ElsterAnmeldung
Additionally, after you install this update, you can review, add, and adjust HTTP addresses manually by using the "Electronic tax server addresses" program. To run the "Electronic tax server addresses" program in Microsoft Dynamics AX, click General ledger, expand Setup, expand Sales tax, click Electronic tax declaration setup, and then click Http Servers.
Note By default, the program is initialized with the new required addresses.
Hotfix information
A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing. Validation of the application hotfix installationTo validate the installation of the application hotfix, open the SysHotfixManifest class in the Application Object Tree (AOT). Then, verify that there is a method whose name includes the Knowledge Base (KB) article number of the installed hotfix. Additionally, you can cross-check the affected objects by comparing the KBXXXXXX.txt file against the objects in the AOT. By doing this, you can make sure that the objects are changed correctly in the SYP layer or in the GLP layer.
