Symptoms
Consider the following scenario:

You have a computer that is running a Korean version of Windows 8.

You rename a disk drive.

You open the Optimize Drives tool.
In this scenario, the Korean character "개" is displayed unexpectedly in the name of the disk drive in the Optimize Drives window.
