Symptoms
In a Microsoft Skype for Business Server 2015 environment, you may experience the following issues during the installation of Call Quality Dashboard (CQD):

Issue 1: When the CQD Setup process is trying to connect to the QoEMetrics database, you may receive the following error message:
We couldn’t connect to the QoEMetrics SQL Server. Please make sure the server name is correct, and that you have access to the server. Also make sure that the computer you are installing from is in the same domain as the QoEMetrics SQL Server.

Issue 2: If the TLS 1.0 and TLS 1.1 protocols are disabled on all servers in your Skype for Business Server topology, the CQD Setup process does not create databases. Additionally, you may receive the following error message:
Error -2147467259: failed to create SQL database: QoERepositoryDb, error detail: unknown error.
Cause
Issue 1 is caused by a difference in SSL/TLS protocols that are enabled on the CQD system and the server that is running SQL Server that hosts the QoEMetrics database.
Issue 2 is caused by the disabled TLS 1.0 and TLS 1.1 protocols.
Resolution
To fix these issues, install the cumulative update 9319.37 for Skype for Business Server 2015, Call Quality Dashboard: April 2019.
Workaround
To work around these issues, make sure that the same SSL/TLS protocols are enabled on the CQD server and the server that is running SQL Server that hosts the QoEMetrics database.
