Can't modify Skype account in Skype for Business Server 2019 through MACP

Symptoms 

You open Microsoft Skype for Business Server 2019 Control Panel as an administrator. Then, you create a user account that has a long Organizational Unit (OU) name. If you try to enable or modify that account, you receive an "HTTP/1.1 400 Bad Request" error message.  

Resolution 

To fix this issue, install the following update for Microsoft Skype for Business Server 2019:
