Symptoms
After you upgrade the system from Windows 8 to Windows 8.1, CPU usage may frequently be high and the system may sometimes freeze during shutdown. Even when the computer is idle, the CPU usage may exceed 40%.
Cause
This issue occurs because the Windows Backup Process (SDCLT.exe) keeps starting itself.
Resolution

Workaround
To work around this issue, follow these steps:

Press the Windows key to go to the Start screen.

Type Schedule tasks, and then click Schedule tasks.

On the navigation pane, expand Task Scheduler Library, Microsoft, Windows, and then click WindowsBackup.

Right-click the ConfigNotification task, and then click Disable.
