FIX: Event ID 4999 with MSExchangerepl.exe crash in Exchange Server 2013

In a Microsoft Exchange Server 2013 environment, when you restart a Database Availability Group (DAG) node that contains active database copies, the healthy copies on other DAG nodes cannot be enabled. Meanwhile, event ID 4999 for MSExchangeRepl.exe is logged in the Application event log multiple times until the restarted node comes completely online. When this issue is occurring, Windows clients may be disconnected.

The following event is recorded in the Application event log:

Log Name: Application
Source: MSExchange Common
Date: date time
Event ID: 4999
Task Category: General
Level: Error
Keywords: Classic
User: N/A
Message: Watson report about to be sent for process id: 33564, with parameters: E12IIS, c-RTL-AMD64, 15.00.1178.004, msexchangerepl, M.Exchange.Rpc, M.E.R.A.AmRpcClient.IsRunning, System.OutOfMemoryException, da11, 15.00.1178.004.

This issue occurs because of an "out of memory" issue for remote procedure calls.
