Symptoms
On a computer that is running Microsoft Windows Server 2003, you cannot burn a CD-R, a CD-RW, a DVD-R, a DVD+R/DVD+RW, a DVD-RW or a DVD-RAM that complies with the Universal Disk Format (UDF) 1.5 file system standard. Also, you cannot burn a CD-R or a CD-RW that complies with any other revision of UDF. This problem occurs when the following conditions are true:

You start the operating system by using an entry in the Boot.ini file that contains the /PAE switch.
Note You enable Physical Address Extension (PAE) mode by adding the /PAE switch to the Boot.ini file in the root directory of the system drive. -
The computer that is running Windows Server 2003 has more than 4 gigabytes (GB) of memory.
Note Windows Server 2003 does not itself support burning DVDs.

Status
Microsoft has confirmed that this is a bug in the Microsoft products that are listed in the "Applies to" section. This problem was first corrected in Windows Server 2003 Service Pack 2.
