KB4052122 - Performance improvement for Spatial Internal Filter in SQL Server 2017

Spatial internal filter performs a series of formal checks on a subset of rows recognized as positives by spatial primary filter. These checks used to take a significant portion of total execution time for some classes of spatial queries and spatial data sets.

This fix optimizes checks and minimizes their contribution in total query execution time.
