Symptoms
Consider the following scenario:

You use Microsoft SQL Server 2016 Reporting Services (SSRS 2016).

In the report, you put a TextBox inside a rectangle and set a long text for the TextBox.

In default configuration, the TextBox and the rectangle grow together. However, when you set rc:Toolbar=False, you may notice that the rectangle does not grow vertically together with the internal TextBox in the report.

You can view the report by using Web Portal or Report Server.
Resolution
This issue is fixed in the following cumulative updates for SQL Server:
