Symptoms
Assume that you use Microsoft SQL Server 2016. When you run ALTER command to change database scoped configuration and also use function fn_dblog to retrieve the modified rows of the database, then you may receive an Assertion error. Here is one of the command to change database scoped configuration parameter.
ALTER DATABASE SCOPED CONFIGURATION SET PARAMETER_SNIFFING = Off;
Additionally, messages that resemble the
following are logged in the SQL Server error log.

Status
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
