KB4548523 - FIX: Database creation to Azure blob storage from SQL Server 2017 or 2019 on Linux may fail with error

Symptoms

Database creation to Azure blob storage from Microsoft SQL Server 2017 or 2019 running on Linux may fail and return the following error message:
 

Msg 1802, Level 16, State 4, Line LineNumber

CREATE DATABASE failed. Some file names listed could not be created. Check related errors.

Status

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
