Symptoms
When you configure the BizTalk TMS feature in Microsoft BizTalk Server, the configuration returns a "Success with warning" result, and the configuration log contains the following error message:
The BizTalkServerTMS service failed to start. Please see the event log for details ---> System.ServiceProcess.TimeoutException: Time out has expired and the operation has not been completed.
If you try to start the BizTalk TMS service after the configuration is completed, the service doesn't start without returning any error messages. Additionally, the event log doesn't contain any other information.
For example, if you use the "net start BizTalkServerTMS" command to start the service, you might see the following output:
The BizTalk TMS service is starting.
The BizTalk TMS service could not be started.
The service did not report an error.
Note If you have already configured the BizTalk TMS, you might have to reset the feature, and then reconfigure it to apply the changes.
Status
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
Resolution
This problem is fixed in the following cumulative update for BizTalk Server:
