Symptoms
You have more than one Bluetooth Low Energy (LE) application on a computer that is running Windows 8.1. If these applications contend for the same Bluetooth LE device, some packets to the Bluetooth LE applications may be dropped.

Hotfix information
A supported hotfix is available from Microsoft Support. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
More Information
Bluetooth LE applications usually register for events and also enable notifications when they start. These same applications also disable notifications and unregister for events. This fix does not automatically prevent event notifications from being disabled by one application when other applications are still waiting for the notification events.To prevent this problem, Win32 desktop software developers should consider opening the Bluetooth LE device by using the exclusive access flag so that one application can lock out other applications from accessing the device.Applications that are written for Windows 8.1 are prevented from concurrently opening the same Bluetooth LE device. This problem affects only earlier versions of applications.
