Symptoms
Consider the following scenario:

The Call Admission Control (CAC) feature is enabled in a Microsoft Lync Server 2010 environment.

User A is located in central site A that has Policy Decision Point (PDP) A. User B is located in central site B that has PDP B.

There is split ownership of links between these PDPs.

User B makes a call to user A.

User B's client sends a CAC messages to PDP B in central site B. The CAC message traverses over several links that part of them are owned by PDP A.

User B's client sends a bandwidth update request to PDP B. The bandwidth cannot be accommodated by the links owned by PDP A.
In this scenario, PDP B allows the bandwidth update request that exceeds the bandwidth limit that is provisioned for links owned by PDP1. The issue leads to poor call quality.
Resolution
To resolve this issue, install the following cumulative update:
