Symptoms
Consider the following scenario:

Log in to Outlook on the web (OWA) in Microsoft Exchange Server.

In the panel in the top-right corner, select Mail.

Create an email message by selecting New > Email Message.

Enter PUA (Private Use Area) characters in the Subject field.
In this scenario, the PUA characters in the Subject field are displayed incorrectly. The Subject field supports only English characters.
