SYMPTOMS
When you right click on a folder or a shortcut in the Start Menu, the context menu does not appear.
CAUSE
It happens if dragging and dropping is not enabled.
RESOLUTION
Open Start menu properties and enable dragging and dropping.
New Start menu:-Right-click on Start button/Taskbar>select Properties>Taskbar and Start menu properties>Start menu>Customize>Advanced>Under Start menu items check the box against 'Enable dragging and dropping'>ok Classic Start Menu:-Right-click on Start menu/Taskbar>Select Properties>Taskbar and Start menu properties>Start menu>Customize>under Advanced start menu options>Check the box against 'Enable dragging and dropping'.>ok
