Symptoms
When you run an unattended (command line) installation of Microsoft Exchange Server 2019 Cumulative Update 11 (CU11) or a later CU, or Microsoft Exchange Server 2016 CU22 or a later CU, Setup fails, and you receive the following message:
Setup.EXE /m:upgrade /IAcceptExchangeServerLicenseTerms
You need to accept the license terms to install Microsoft Exchange Server 2019. To read the license agreement, visit http://go.microsoft.com/fwlink/p/?LinkId=150127. To accept the license agreement, add the /IAcceptExchangeServerLicenseTerms_DiagnosticDataON or /IAcceptExchangeServerLicenseTerms_DiagnosticDataOFF parameter to the command you're running. For more information, run setup /?.
Cause
Exchange Server 2019 CU11 and Exchange Server 2016 CU22 introduce two new setup switches for the EULA, and remove an existing parameter (IAcceptExchangeServerLicenseTerms). This change was made to enable administrators to set the state of diagnostic data collection that is done in Exchange Server 2019 CU11 and Exchange Server 2016 CU22 and later CUs.
Resolution
To accept the EULA and set the state of diagnostic data collection, use either of following parameters:

/IAcceptExchangeServerLicenseTerms_DiagnosticDataON (This parameter enables sending data to Microsoft.)

/IAcceptExchangeServerLicenseTerms_DiagnosticDataOFF (This parameter disables sending data to Microsoft.)
For example, run the following command to accept the EULA and enable sending data to Microsoft:

Setup.exe /m:upgrade /IAcceptExchangeServerLicenseTerms_DiagnosticDataON
