Symptoms
Consider the following scenario. On a computer that is running Windows 7 or Windows Server 2008 R2, you configure the regional date and time format settings to use Hebrew (Israel). By default, the "dd/MM/yyyy" format is used for Short date. When you view the date in a Windows Forms application that uses the DateTimePicker control in this scenario, the date is displayed in the "yyyy/MM/dd" format unexpectedly.
For example, you open a picture in Windows Photo Viewer. When you edit the Date taken field under the Details tab, you notice that the date is displayed in the "yyyy/MM/dd" format unexpectedly.
